Good oral health is important to kids’ overall health. Yet, for some, dental care may not be affordable. The Ministry of Health and Long-Term Care and the Ministry of Health Promotion and Sports offer a number of programs through Ontario Health Units that provide dental care free-of-charge to children in low-income families. To find out if your child is eligible for the programs described below, click on the links or call the Health Unit at 613-933-1375 or 1 800 267-7120 and ask for Health Line.

Healthy Smiles Ontario

Healthy Smiles Ontario is a program for kids 17 and under who do not have access to any form of dental coverage. If eligible, your kids will get regular dental services at no cost to you. The Healthy Smiles Ontario program covers regular visits to a licensed dental care provider, such as a dentist or dental hygienist, to establish and maintain good oral health. It covers a full range of preventive and early treatment dental services including check-ups, cleaning, fillings, x-rays, scaling and more.

To be eligible, kids 17 and younger must be residents of Ontario, members of a household with an Adjusted Family Net Income as per the Income Eligibility Requirements Table (click here to see income requirements), and do not have access to any form of dental coverage (including other government-funded programs, like Ontario Works). Families must complete and submit an HSO application form to apply (available at the Eastern Ontario Health Unit, or download a copy by clicking here). Is your child’s Healthy Smiles Ontario card going to expire soon?

If your child has a blue HSO card that says “One-Year Program Eligibility”, you will need to reapply to the HSO program by completing the full Healthy Smiles Ontario Application Form A again.

If your child has a green HSO card, you need to fill out an Annual Eligibility Verification Declaration form (available at the EOHU, or click here to download a copy). Submit the completed form along with your child’s Client Card to the EOHU, and we will issue your child a new Client Card.

Children in Need of Treatment (CINOT)

CINOT provides free urgent and essential dental services to eligible children whose parents have no dental insurance, receive no dental benefits from any government program and cannot afford the cost of urgent dental care.

Eligible treatments may include:
• scaling, fluoride or sealants
• fillings
• X-rays
• extractions
• root canal treatments
• some partial dentures 

Ontario Works (OW) Child

The Ontario Works (OW) Child program covers the cost of basic dental care for children aged 17 and under whose parents are recipients of OW.

The Eastern Ontario Health Unit reminds everyone that prevention plays a key role in oral health. Tooth decay and other oral health problems can be prevented, but parents have to help their children start good habits at an early age. Some practical tips for parents include starting a regular brushing and flossing routine, offering healthy snacks that are lower in sugar, and regularly checking their children’s teeth and gums for any changes that may be a sign of a problem.
